Parliament Monsoon Session LIVE Updates: The Monsoon Session resumed to ruckus by the Opposition in both Houses over Manipur violence.

Both Houses on Thursday saw sloganeering from both sides. While the BJP MPs chanted Prime Minister Narendra Modi’s name in the House, the Opposition MPs chanted the name of the newly formed INDIA alliance.

Opposition MPs continued to demand a statement from PM Modi in Parliament over the Manipur issue followed by a discussion on the same.

Members of the Opposition ‘INDIA’ (Indian National Developmental Inclusive Alliance) grouping came to Parliament dressed in black on Thursday as a mark of protest over the unrest in Manipur.

Addressing the Rajya Sabha, Union Minister Piyush Goyal said: “Their past, present and future is black. We are sure that their future is dark. The country will not tolerate the black deeds, clothes, and money of the Opposition.”

After passing The Repealing and Amending Bill, 2022 and The Jan Vishwas (Amendment of Provisions) Bill, 2023, the Lok Sabha was adjourned for the day.

Amid sloganeering by the Opposition, The Repealing and Amending Bill, 2022 was passed in Lok Sabha.

The bill seeks to repeal 65 laws that are obsolete or that have been made redundant by other laws.

The Opposition raises slogans of ‘Modi Sarkar Shame Shame’ in Lok Sabha.

Amid sloganeering by the Opposition over the Manipur issue, The Jan Vishwas (Amendment of Provisions) Bill, 2023 was passed in Lok Sabha.

The bill seeks decriminalisation of minor offences under 42 Acts to reduce compliance burden and promote ease of living and doing business in the country.

The Jan Vishwas (Amendment of Provisions) Bill, 2023, as reported by Joint Committee was introduced in Lok Sabha on Thursday, 27 July, after the House resumed at 3 pm.

The bill was presented amid sloganeering from the Opposition over the Manipur issue. 

Union Minister addressed the Lok Sabha to slam the Opposition’s protest.

“Their heart and words, both are black. They are wearing black to hide their black deeds. They are hiding black money in the garb of black clothes. Their past, present, and future are dark,” he said.

Addressing the Rajya Sabha Mallikarjun Kharge said: “I want to say what’s in the heart and what’s in the Bill.”

His address was interrupted by NDA MPs.

Congress MP Adhir Ranjan Chowdhury demanded a discussion on the no-confidence motion moved by the Opposition in the Lok Sabha.

Both Houses of the Parliament have resumed proceedings amid sloganeering by Opposition MPs to demand presence of PM Narendra Modi to discuss Manipur violence.

Congress President Mallikarjun Kharge said that Prime Minister Narendra Modi is “disrespecting” Parliament by not coming to the House and making a statement on Manipur.

“The House is functioning. We are demanding that the PM come there and make a statement. But he is giving political speeches and campaigning in Rajasthan. When he can go there, can’t he come to the House for half an hour and make a statement?: he told ANI.

“It means that has no interest, no faith in democracy. He doesn’t want to protect democracy and the constitution. He is disrespecting the Parliament,” Kharge added.

MoS Anupriya Patel said that the government and the Home Minister have appealed to the Opposition to come to the front and talk since the incidents happening against women in the countries need to be discussed collectively.

“We are ready for the discussion but the opposition is trying to evade it, not the government,” she told ANI.

The Rajya Sabha was adjourned till 2:00 pm after ruckus by the NDA MPs amid LoP Mallikarjun Kharge’s address.

“I have not seen a ruling government obstructing an Opposition leader,” Kharge said amid sloganeering.

“India will not tolerate black clothes and black deeds,” the NDA MPs chanted.

Addressing the Rajya Sabha, Union Minister Piyush Goyal said: “It is unfortunate that such an important issue is being politicised. This is a question of India’s image and dignity on international forums. These people with black clothes and black hearts don’t understand the rising strength of the country. What is hidden in their black hearts? Are they hiding black money in the garb of black clothes? Even crows are getting attracted to them off late. Their past, present and future is black. We are sure that their future is dark. The country will not tolerate the black deeds, clothes, and money of the Opposition,” he said.

Speaking to ANI, Shiv Sena (UBT) MP Sanjay Raut said that parties in the Parliament are trying to garner the attention of PM Modi on the Manipur issue.

“PM Modi should speak about it. It is not a state’s issue but entire country’s. Manipur is burning, people are dying and Manipur’s fire is spreading to other states as well. We are requesting PM Modi to come and speak. We will listen to him and not counter him,” he said.

Speaking to news agency ANI, Union Minister of State for Parliamentary Affairs Arjun Ram Meghwal said that the country is progressing at a rapid pace and the Opposition is either not liking it or not understanding it.

“Nothing is going to change no matter what they do, because PM Modi thinks of the development of the country. Do they want to stop the country’s progress by protesting in black clothes?” he said.

External Affairs Minister Dr S Jaishankar addressed the Rajya Sabha to list out the foreign diplomatic achievements of the NDA government amid sloganeering by Opposition MPs over Manipur violence.

The Parliament session resumed to ruckus by the Opposition in the Lok Sabha over Manipur violence, following which the Lok Sabha was adjourned till 2:00 pm.

Speaker Om Birla said that the behaviour of the Opposition MPs was not in line with the ethics of the House.

Speaking on the no-confidence motion against the BJP government and the Opposition’s decision to wear black clothes in Parliament as a mark of protest over Manipur, Parliamentary Affairs Minister Pralhad Joshi said, “PM Modi had said that they (Opposition) can bring No Confidence Motion in 2023 once again. They have come prepared. But there is a little divide there. Congress party, as per its usual attitude, did not consult the other Opposition parties. First, there should be confidence among Opposition parties, among each other.”

“After that, they can talk about people’s confidence in PM Modi. People showed this in 2014, 2019 and even in 2024, they will show the credibility of PM Modi. Moving No Confidence Motion and wearing black clothes will serve no purpose,” he added while addressing the press on Thursday.

While Congress MP Manish Tewari issued an adjournment motion in the Lok Sabha to discuss the border situation with China, Congress MP Manickam Tagore issued one in the Lok Sabha to discuss the situation in Manipur.

RJD MP Manoj Jha, DMK MP Tiruchi Siva, Congress MPs Imran Pratapgarhi & Syed Naseer Hussain, and AAP MP Raghav Chadha issued suspension of business notices in the Rajya Sabha to discuss the unrest in Manipur.

Speaking on Opposition MPs wearing black in Parliament on Thursday, AAP MP MP Raghav Chadha said, “Today the MPs of INDIA alliance have decided that to oppose the atrocities on the people of Manipur and the barbarism going on there, we will wear black clothes and go to the Parliament today.”

“This will be a symbolic protest to give a message that we stand with the people of Manipur in this hour of grief. We will try to make the Govt realise that an integral part of this country, Manipur is burning. We urge the Govt to save Manipur and shoulder their Constitutional duty. The State Govt of the day should be dissolved and the CM should be unceremoniously sacked,” he added, as per news agency ANI.

The JD(U) has issued a whip to its Rajya Sabha MPs to support the party’s stand in Parliament against the Centre’s Bill on the control of services in Delhi.

“Today is the 4th day of team INDIA’s protest & we have been demanding that PM Modi should come to the Parliament and speak on the Manipur issue. Manipur is burning and people are residing in relief camps. But PM Modi is comparing INDIA with terrorist groups & saying that he would come to power in 2024. He should at least show some sensitivity,” suspended AAP MP Sanjay Singh said, as per news agency ANI.
