Parliament Session Live News Updates, July 31: As Rajya Sabha took up short duration discussion on Manipur amid staunch objection by the Opposition, the Upper House was adjourned for a second time till 2:30 pm today. Earlier, BJP MP and Leader of the House Piyush Goyal had addressed the Rajya Sabha and urged for a discussion on the Manipur crisis at 2 pm. The Opposition, meanwhile, pushed for a discussion under Rule 267.
The rule has emerged as a thorny issue in Parliament sessions recently, with no notice given under the Rule 267 being accepted by the Chair. According to the Rules of Procedure and Conduct of Business in the Council of States (Rajya Sabha), under Rule 267, Rajya Sabha MPs can give a written notice to suspend all listed business and discuss an issue of importance the country is facing.
Parliament has not been able to function since the start of the Session on July 20, with the Opposition also demanding a statement by Prime Minister Modi in the House on the crisis. The Opposition even brought a no-trust motion last week, in a bid to compel PM Modi to speak on Manipur issue within the Parliament. The focus is now on the Speaker who will allot a date and time for discussion and vote on the motion.

‘Bills after Bills…’: Oppn says against propriety while no-trust motion pending
The Opposition Thursday objected to the government clearing Bills dealing with policy changes at a time when the Lok Sabha is in the process of taking up a no-confidence motion against the Union government, calling it a “travesty” and against “probity and propriety”.
Parliament has not been able to function since the start of the Monsoon Session on July 20, with the Opposition demanding a statement by Prime Minister Narendra Modi in the House on the Manipur situation first. Congress MP Manish Tewari termed the government’s move to pass key legislation while a no-confidence motion was pending as “unfortunate”.
Opp brings no-confidence motion against Govt, hopes to force PM statement on Manipur in Lok Sabha
Raising the heat on the Manipur issue and hoping to force the Prime Minister to make a statement in the House, the Opposition INDIA bloc rallied behind a no-confidence motion against the Modi government moved by the Congress in Lok Sabha Wednesday.
Speaker Om Birla, who admitted the no-confidence motion, is expected to assign a date and time for a debate on the motion after discussions with floor leaders within 10 days.
The notice for the motion, moved by Gaurav Gogoi, Deputy Leader of the Congress in Lok Sabha, was backed by the Congress, DMK, TMC, BRS, NCP, Shiv Sena (UBT), JD(U) and Left parties.
